This mod introduces and tweaks policies in an attempt to raise the difficulty and prevent you from ever getting to the infamous utopia end-game. My main goal is to prevent you from "winning" the game.  · *Disclaimer: balancing has only been tested for Vanilla Democracy 3. Recomended experience is with all DLC and mods disabled since they may introduce uncancellable policies which are NOT in the "nothing has been outlawed" position by default, and are definitely not balanced for in the minimalist budget.  · Democracy 3 is very configurable and trivial to mod. There is a button in the mods control panel to make it refresh its communication with the steam subscriptions for mods, you might need to click that, or go out/back in to the mods control panel to re-trigger it. Steam sometimes is delayed in updating the game.

(by Elinor)The Department for Education and Families is a massive overhaul of the public, and to a lesser extent private, education system in Democracy 3. It introduces 7 new policies, 5 new simulation values and 2 new situations, as well as substantially changing how existing systems work and interact. Just careful you choose which ones, try not to install mods that add countries as they create the "new-game black screen crash w/e". Alternatively if you have ZIP file mods for democracy 3, you can install them to your C:\Program Files (x86)\Steam\SteamApps\common\Democracy 3\data\mods folder.
